ARTDOC was raised on 25 Jul 2007 as a research oriented formation in Bangladesh Army. The purpose of establishing such an organization was to carry out sustained programs of training evaluation and reforms; weapon, equipment and force modernization; development of concepts and doctrine revision. These reforms once carried out are likely to transform the Army into a modern, trained and battle worthy force. Since its inception in 2007, ARTDOC is performing its assigned responsibility of contributing to the training of Bangladesh Army. At present, its main stakeholders are the training institutions of Bangladesh Army. It is also responsible to evaluate Formation training and suggest modifications for developments.

Establishment of a technical institution for Bangladesh Armed Forces had been a long desired need.  It had been very strongly felt since 1980's in view of growing demand for technical personnel in military service.  In the absence of such an institution in the Armed Forces, the military demand for technocrats was being supplemented by nomination of military officers to undergo graduation and post graduation courses at Bangladesh University of Engineering & Technology (BUET), former Bangladesh Institutes of Technology (BIT) and other foreign technical institutes. MIST came into existence on 19 April 1998. It throbbed into breathing when the academic programme was launched on 31 January 1999 with the maiden batch of Civil Engineering (CE). Though the pioneer batches comprised only military students (session 2001-2002), civil students (both male and female) were admitted to various disciplines from the session 2002-2003.

High quality journalism is a critical element of effective governance systems, and is an important voice in promoting justice for all citizens. Recently, Bangladesh has made some progress toward a sustainable, pluralistic media sector. The recent passage of the Right to Information Act was an important milestone for the country and for the vibrant media that exist in Bangladesh.
However, the media sector needs to improve further to fulfill its role in society. Journalists and media owners remain vulnerable to corruption and intimidation. Media is a precarious business venture, leading to underfinanced newsrooms. The skills and norms of journalists need to be upgraded to meet international professional standards.
The Institute of Governance Studies (IGS) of BRAC University has launched the Journalism Training and Research Initiative (JATRI) to strengthen and expand the skills of journalists and of persons who aspire to be journalists, helping them to fulfill their role of communicators and facilitators of public discourse. Start-up funding for JATRI is provided by the USAID PROGATI Project.
